
The International Finance Corporation (IFC) has been mandated by the Municipality of Rio de Janeiro to provide lead transaction advice on the development and implementation of a Public-Private Partnership to design, build, finance, operate, maintain and transfer new early childhood care and education facilities, encompassing 132 schools, not including pedagogical services.
Overall, the project is expected to generate:
- increased quality and access of childhood care and education,
- higher quality infrastructure,
- decreased absenteeism,
- drop-out rates and administrative burden on school staff.

The main objective of this consulting assignment shall be to provide a comprehensive communications strategy, which will allow IFC to take a proactive stance regarding how the general public and relevant stakeholders (eg. teachers unions) perceive the transaction, including the support to market sounding and road show activities.
