Strengthening national capacity for implementing the enhanced transparency framework in Belize.
This CBIT project objective is to strengthen the national transparency system in Belize to meet the requirements of the ETF under the Paris Agreement. Through the development of a “Transparency Management System”, it aims to produce high-quality climate information that Belize will use to improve and streamline its climate data management cycle, including planning, data collection, data processing and analysis, information publishing and sharing, data preservation and data reuse. Such climate information will be used for international reporting and serve as an essential input for national decision-making. The Transparency Management System will be strengthened through the establishment of institutional arrangements (expertise, data flows, tools and engagement) focused on delivering high quality outputs for the ETF, as well as in supporting the integration of climate mitigation and adaptation related information into national and sub-national and planning processes and decision making. The project is organized in four Components, each designed to address the three barriers identified above: • Component 1 focuses on enhancing and shaping the Transparency Management System, building on existing strengths and identifying and filling gaps and weaknesses. This will include looking at the government of Belize’s legal frameworks, data flows, expertise and expert capacities, and any necessary systems and tools. This Component will also seek to establish strong and sustainable stakeholder engagement across ministries, sub-national government, private sector and communities and social groups. • Component 2 will enhance the modules of the integrated climate data for complying with the ETF and its MPGs: GHG emissions, adaptation risks and vulnerabilities, NDC tracking, and support needed and received. It will achieve this through outputs that strengthen data flows, databases, tools, templates, and institutional and human capacity for each module. • Component 3 will support national policy- and decision-makers to utilize climate data and projections more effectively into their regulatory and planning processes. It will achieve this by using the tools and capacity developed in Components 1 and 2 and further strengthening the data flows, databases, tools, templates, and institutional and human capacity through practical delivery of new results for assessing the effectiveness of different sectoral policy scenarios for achieving national climate goals. • Component 4 is focused on the monitoring and evaluation of the project itself. This is geared towards timely and close monitoring of the project progress and expenditure and focused on it meeting the specified outcomes and project results (see Annex C).

The objective of this project is to assist Togo in the preparation and submission of its First Biennial Transparency Report (BTR1) and a combined Second Biennial Transparency and Fifth National Communication Report (NC5/BTR2) for the fulfillment of the obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA), in line with the Modalities, procedures and guidelines for the transparency framework for action and support referred to in Article 13 of the Paris Agreement (Decision 18/CMA .1) and the guidance on operationalizing the MPGs as per Decision 5/CMA.3. The project will support Togo in achieving its global environment concerns and commitments to international conventions, and to integrate climate change considerations in national development planning and policy through ensuring continuity of the institutional and technical capacity building, partly initiated, and consequently sustained by reporting instruments under the United Nations Framework Convention on Climate Change (UNFCCC).

Amazonia Bond Initiative
The main objective of this project is to create a roadmap for Amazonia Bonds issuance to support environmental and social sustainability in the Amazonia region and strengthen the institutional capacity of various ecosystem actors, including sovereigns, public development banks operating in the Amazon region and private entities. The proposal will work on the demand-side of capital markets finance building institutional and technical capacity of potential issuers of Amazonia Bonds, and on the supply-side by engaging with investors, international standard setters and local capital market regulators and involve local communities and indigenous populations early on the development of the concept. To achieve these objectives, the two Banks will deploy technical assistance to support issuers individually to access international thematic capital markets via use of proceeds and sustainability-linked bonds considering relevant environmental and social benefits and safeguard mechanisms deriving from the issuance of Amazonia bonds and thereby contribute to a just transition to a low-carbon, climate-resilient and deforestation-free Amazon.

The Transparency Management System will be strengthened through the establishment of institutional arrangements (expertise, data flows, tools and engagement) focused on delivering high quality outputs for the ETF, as well as in supporting the integration of climate mitigation and adaptation related information into national and sub-national and planning processes and decision making. The project is organized in four Components, each designed to address the three barriers identified above: • Component 1 focuses on enhancing and shaping the Transparency Management System, building on existing strengths and identifying and filling gaps and weaknesses. This will include looking at the government of Belize’s legal frameworks, data flows, expertise and expert capacities, and any necessary systems and tools. This Component will also seek to establish strong and sustainable stakeholder engagement across ministries, sub-national government, private sector and communities and social groups. • Component 2 will enhance the modules of the integrated climate data for complying with the ETF and its MPGs: GHG emissions, adaptation risks and vulnerabilities, NDC tracking, and support needed and received. It will achieve this through outputs that strengthen data flows, databases, tools, templates, and institutional and human capacity for each module. • Component 3 will support national policy- and decision-makers to utilize climate data and projections more effectively into their regulatory and planning processes. It will achieve this by using the tools and capacity developed in Components 1 and 2 and further strengthening the data flows, databases, tools, templates, and institutional and human capacity through practical delivery of new results for assessing the effectiveness of different sectoral policy scenarios for achieving national climate goals. • Component 4 is focused on the monitoring and evaluation of the project itself. This is geared towards timely and close monitoring of the project progress and expenditure and focused on it meeting the specified outcomes and project results (see Annex C).

The main objective of this project is to create a roadmap for Amazonia Bonds issuance to support environmental and social sustainability in the Amazonia region and strengthen the institutional capacity of various ecosystem actors, including sovereigns, public development banks operating in the Amazon region and private entities. The proposal will work on the demand-side of capital markets finance building institutional and technical capacity of potential issuers of Amazonia Bonds, and on the supply-side by engaging with investors, international standard setters and local capital market regulators and involve local communities and indigenous populations early on the development of the concept.
