The objective of this Enabling Activity (EA) grant is to support countries in: (a) assessing the extent to which their current legal, policy and institutional framework allows for promptly becoming parties to the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement) and enables their implementation of the Agreement; (b) carrying out preparatory work in the context of their ratification, approval, acceptance or accession process towards becoming parties to the BBNJ Agreement; and (c) supporting their readiness to implement the BBNJ Agreement.

The project aims to support Trinidad and Tobago to prepare and submit its First Biennial Transparency Report and a combined Second Biennial Transparency Report and Fourth National Communication (BTR1 and BTR2/NC4) which comply with the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement reporting requirements, while responding to its national development goals.

Strengthening technical and technological capacities of Nicaraguan institutions of the Energy, Waste and Agriculture, Forestry and Other Land Use (AFOLU) sectors, so as to comply with the Enhanced Transparency Framework (ETF) for action and support, established by Article 13 of the Paris Agreement, in line with the adopted Modalities, Procedures and Guideline.

To assist the Government of China in the preparation and submission of its First Biennial Transparency Report (1BTR) for the fulfillment of the obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA)

This CBIT project objective is to strengthen the national transparency system in Belize to meet the requirements of the ETF under the Paris Agreement. Through the development of a “Transparency Management System”, it aims to produce high-quality climate information that Belize will use to improve and streamline its climate data management cycle, including planning, data collection, data processing and analysis, information publishing and sharing, data preservation and data reuse. Such climate information will be used for international reporting and serve as an essential input for national decision-making. The Transparency Management System will be strengthened through the establishment of institutional arrangements (expertise, data flows, tools and engagement) focused on delivering high quality outputs for the ETF, as well as in supporting the integration of climate mitigation and adaptation related information into national and sub-national and planning processes and decision making. The project is organized in four Components, each designed to address the three barriers identified above: • Component 1 focuses on enhancing and shaping the Transparency Management System, building on existing strengths and identifying and filling gaps and weaknesses. This will include looking at the government of Belize’s legal frameworks, data flows, expertise and expert capacities, and any necessary systems and tools. This Component will also seek to establish strong and sustainable stakeholder engagement across ministries, sub-national government, private sector and communities and social groups. • Component 2 will enhance the modules of the integrated climate data for complying with the ETF and its MPGs: GHG emissions, adaptation risks and vulnerabilities, NDC tracking, and support needed and received. It will achieve this through outputs that strengthen data flows, databases, tools, templates, and institutional and human capacity for each module. • Component 3 will support national policy- and decision-makers to utilize climate data and projections more effectively into their regulatory and planning processes. It will achieve this by using the tools and capacity developed in Components 1 and 2 and further strengthening the data flows, databases, tools, templates, and institutional and human capacity through practical delivery of new results for assessing the effectiveness of different sectoral policy scenarios for achieving national climate goals. • Component 4 is focused on the monitoring and evaluation of the project itself. This is geared towards timely and close monitoring of the project progress and expenditure and focused on it meeting the specified outcomes and project results (see Annex C).

The objective of this project is to assist Togo in the preparation and submission of its First Biennial Transparency Report (BTR1) and a combined Second Biennial Transparency and Fifth National Communication Report (NC5/BTR2) for the fulfillment of the obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA), in line with the Modalities, procedures and guidelines for the transparency framework for action and support referred to in Article 13 of the Paris Agreement (Decision 18/CMA .1) and the guidance on operationalizing the MPGs as per Decision 5/CMA.3. The project will support Togo in achieving its global environment concerns and commitments to international conventions, and to integrate climate change considerations in national development planning and policy through ensuring continuity of the institutional and technical capacity building, partly initiated, and consequently sustained by reporting instruments under the United Nations Framework Convention on Climate Change (UNFCCC).

This project aims to assist in the establishment of a national framework that will support greater capacity and coordination across entities responsible for regulating access to genetic resources and benefit-sharing. Transparency, inclusivity and wide stakeholder involvement are key to the development of such a framework which also gives consideration to the Indigenous Peoples of Belize. Hence, Indigenous Peoples and Local Communities (IPs & LCs) will be listed as project beneficiaries of project components/activities but will not directly receive financial resources. Nevertheless, by improving access to genetic resources and traditional knowledge, in a just and equitable manner, while promoting and supporting IPs & LCs´ stewardship of this knowledge and benefits from its use through policy and legislation, this project will assist Belize in charting a sustainable pathway to the effective management and use of its biodiversity. This goal is aligned with GBFF targets and responds to the National Biodiversity Strategic Action Plan (2016-2020). Objective:To create an enabling environment for Belize to accede to and implement the Nagoya Protocol, through bridging the policy and legislative gap that exists as it relates to access to genetic resources.

The general objective of this Technical Cooperation TC is to strengthen the institutional capacities of state governments in Mexico subnational level to promote a more favorable business environment through enhanced regulatory systems and digital capabilities. To achieve this, the TC focuses on three specific objectives: i supporting the implementation of the Virtual Document Manager VDM by integrating state procedures that consume data generated by state or national institutions; ii initiating the integration of procedures managed by municipal entities, laying the groundwork for the vertical integration of the VDM; and iii generating common protocols that facilitate the flow and use of data across the three levels of Mexican government.

The general objective of this Technical Cooperation TC is to support the development of a technology guarantee system in Costa Rica by learning from the best practices of the Korea Technology Finance Corporation KOTEC. Specific objectives are: i designing of a Costa Rican Technology Rating System CTRS to identify Small and Medium Enterprises SMEs with innovation potential; ii development of the Costa Rica Technology Guarantee Scheme CTGS and a pilot plan for testing the CTRS in the local context; and iii sharing knowledge regarding South Korean innovation policy experience with specific recommendations for Costa Rica's policy makers.

The objective of the technical cooperation TC is to support the government of Paraguay, through the Ministry of Urbanism, Housing and Habitat MUVH, in the design of the Housing Improvement Solutions for Low-Income Population Program PR-L1195, with the development of preparation studies necessary to deepen specific issues of the housing market, existing challenges, and identify actions that may support the reduction of the quantitative and qualitative housing deficit in Paraguay.

The general objective is to contribute to Panama's competitiveness through improvements in logistics that allow activity diversification to strengthen its position as a world's interoceanic logistics Hub. The specific objectives are: i to promote improvements in transport logistics to generate more favorable competitive conditions for the main export value chains, integrating local economies in these chains; and ii to generate logistics capabilities of the institutions that are responsible for the main export value chains.

The objective of this Technical Cooperation TC is to strengthen technical capabilities for the formulation of digital connectivity projects and strategic regulations in Brazil, with a focus on the Amazon Region.

Given Brazil's current needs to meet the goals established in its ecological transformation plan and considering the guaranteed sovereign operations under development, seeking to support Brazil in promoting sustainable and low carbon development, private investments leverage, and low carbon infrastructure promotion, the proposed TCs objective falls withing its scope. The specific objectives are to i support DFIs and related government institutions of the SNF with technical assistance in analysis, studies and sectorial diagnostics focused on sustainable development and low carbon economy, institutional framework developments, financial inclusion analysis and action plans for the design of gender and diversity programs, as well as overall support for the implementation of key projects; ii promote capacity building activities as publications, workshops, trainings and events related to the agenda of sustainable finance and financial inclusion in DFIs of the SNF; and iii support the development of innovative financial business models, MSMEs lending platforms, risk mitigation mechanisms aiming at scaling up financial flows towards sustainable finance, capital markets, and specific high impact events, like disasters.

The general objective of Technical Cooperation TC is to support Latin American and Caribbean countries in strengthening financial risk management and resilience to natural disasters and the effects of climate change. The specific objectives are: i to strengthen financial resilience to disasters and climate change; and ii to strengthen institutional capacity to respond to disasters, seeking to improve their effectiveness, efficiency and transparency.

The main objective of this Technical Cooperation TC is to strengthen the capacity of National Development Banks NDB in implementing Monitoring and Evaluation ME processes. The specific objectives are to support: i the capacity building of Development Financial Institutions DFI in the region through a series of seminars and workshops on ME; ii the access to and use of administrative data from multiple public and private sources to leverage the sustainable implementation of complementary information system that is essential to the measurement of social returns; and iii the design of an optimal incentive of Randomized Control Trial RCT structure that motivates first and second tier entities to collect data and simplifies the construction of the counterfactual.

The objective of the project is to promote nature tourism as an alternative for sustainable development in the Colombian Amazon, by strengthening the capacities of local nature tourism organizations, with conservation and environmental restoration initiatives, measuring the social and environmental impact of these organizations, monitoring biodiversity and connecting with high-value markets through technology.

The overall development objective of the program is to advance the digital transformation of the Government of the State of Bahia to increase satisfaction and generate savings for their citizens in the use of public services.

The general objective of the facility is to leverage the potential of sargassum as a resource for various industries, contributing to mitigating the environmental and economic impact of sargassum arrivals in the most sensitive geographical regions, and strengthening the environmental and economic resilience of coastal communities affected by this phenomenon.

Strengthen cadastral management in Bolivia, by improving the cadastral updating and management capabilities of the VMVU and the GAM in institutional, operational, technical and technological aspects, and administration of cadastral management processes, supporting the PMGCM loan operation BO-L1231.

The objective of the operation is to strengthen the Regional Governments GORE to generate infrastructure that provides urban services on a metropolitan scale. The specific objectives are: i strengthen the institutional capacity of the GORE, to exercise their powers at a metropolitan scale with a focus on change climate, and gender and diversity; ii strengthen the technical capacities of the GORE through the management and execution of metropolitan-scale infrastructure service projects, prioritizing investments that consider the improvement of resilience and reduction of Greenhouse Gas emissions, and that consider gender and diversity aspects.

The general objective of this TC is to continue supporting country offices in their dialogue with policymakers to provide a technical solution on the understanding of all the economic and environmental implications of public policies and investment, through the models and materials developed through the Integrated Economic-Environmental Model IEEM Platform. The specific objectives are to: i support Country Offices in coordination with country economists on policy dialog with policymakers on economic and environmental issues through training and analyses 86 of the TC funds; and ii maintain and improve the Open IEEM Platform project 14 of TC funds.

The main objective of this project is to create a roadmap for Amazonia Bonds issuance to support environmental and social sustainability in the Amazonia region and strengthen the institutional capacity of various ecosystem actors, including sovereigns, public development banks operating in the Amazon region and private entities. The proposal will work on the demand-side of capital markets finance building institutional and technical capacity of potential issuers of Amazonia Bonds, and on the supply-side by engaging with investors, international standard setters and local capital market regulators and involve local communities and indigenous populations early on the development of the concept. To achieve these objectives, the two Banks will deploy technical assistance to support issuers individually to access international thematic capital markets via use of proceeds and sustainability-linked bonds considering relevant environmental and social benefits and safeguard mechanisms deriving from the issuance of Amazonia bonds and thereby contribute to a just transition to a low-carbon, climate-resilient and deforestation-free Amazon.

Support the implementation of the Francisco Morazan Hydroelectric Central Renovation Program CHFM, with the National Electric Energy Company ENEE as the Executing Agency EA. This support will focus on technical, financial, procurement, and environmental and social management aspects to ensure a successful program execution and strengthen the EA's capabilities, including the Multidisciplinary Team in Administration and Engineering ETMAI established for the loan implementation.

Knowledge exchange between the Ministry of Health of El Salvador and the National Association of Cardiologists of Mexico for the design of the program to improve the detection and management of acute myocardial infarction in El Salvador.

The general objective of the technical cooperation TC is to contribute to strengthening water governance in the Misicuni basin through the implementation of effective management strategies. The specific objectives are: i to support the Misicuni Company MS in the strategic planning of the basin under an integrated water resources management and climate change approach; ii to strengthen the capacities of sectoral entities and operators, and to identify intervention strategies under a sustainability approach; and iii to develop studies and plans that contribute to the efficient operation strategy of the Misicuni multiple system SMM.
