Long-term Financing and Partnership-Based Solutions for Water and Sanitation Infrastructure with a Focus on the PPP Model

A 3-day program on innovative financing for water and sanitation projects will take place from 17 - 19 March 2025 in Tokyo, Japan, running from 9:00–18:00 Japan Standard Time. This program addresses the critical issue of access to clean water and safe sanitation in Asia, which faces challenges such as limited technical capacity, reliance on government funding, and inadequate financing. To tackle these issues, the program emphasizes the need for innovative financing models and partnerships, particularly the public–private partnership (PPP) model, which facilitates collaboration between public and private entities to develop essential infrastructure. Japan's local-level PPP practices serve as a model for strengthening resilient water and sanitation systems. The program aims to disseminate knowledge on local PPPs through expert-led sessions and a site visit. On Day 1, interactive lectures will focus on the role of PPPs in infrastructure development, long-term financing solutions, and successful Japanese projects. Day 2 includes a visit to a PPP-operated wastewater treatment plant in Japan. Day 3 will cover private sector perspectives, strategies to attract investments, and participant case presentations. Selected participants must complete a mandatory e-learning module and reading materials prior to the program. This initiative aligns with World Water Day 2025, promoting dialogue and action to address the global water and sanitation crisis. The program's objectives include generating ideas on improving water and sanitation infrastructure through the PPP model, enhancing dialogue between academia and practitioners, and providing a capacity-building experience that combines theoretical knowledge with practical site visits. The target audience consists of government officials, industry practitioners, and academia, with participation available by invitation or prior arrangement with ADBI. Participants who complete the program will receive a certificate of completion from ADBI, contributing to an enhanced understanding of long-term financing models for water and sanitation in developing Asia, along with an e-learning module on the fundamentals of the PPP model and Japan's approach to local-level PPPs. Registration is available by invitation or arrangement with ADBI, in partnership with Toyo University and the Asian Development Bank.
