The General Affairs Council dedicated to the future of Cohesion Policy reaffirms the stance expressed a year ago in defense of shared management and multi-level governance. This structure is challenged by the National Plans proposed in the communication on the Multiannual Financial Framework (MFF) 2028-2034, for which the Commission must provide "further explanations".

Indeed, while the conclusions of March 28 are almost identical to those adopted by the same General Affairs Council in June of the previous year, defending all the key principles of Cohesion Policy, it is from the paper proposed by the Polish presidency as a basis for today's discussion that the concern for the vagueness of the European Commission's proposals emerges.
In the communication on the MFF 2028-2034, the EU Executive proposes a new approach to the EU budget centered on a national plan for each country, which includes reforms and investments focused on common priorities, including the promotion of economic, social, and territorial cohesion.
