The TA will be conducted regionally, with a focus on developing member countries with a high burden of NCDs. It will increase knowledge and best practices and capacity to formulate and implement policies, stimulate capacity increase, and improve uptake of innovative technologies, all for increased NCD management at primary care level in underserved areas, contributing to universal health coverage.1. Impact of noncommunicable diseases. More than 70 of global deaths and 85 of premature mortality are attributed to NCDs. These deaths are also disproportionately concentrated in low and middle-income economies. In 2019, there were approximately 18.41 million deaths ascribed to NCDs in developing Asia.2. Need to expand NCD management to cover all population groups. This TA will focus on NCD management, especially to expand coverage across lower socioeconomic status and vulnerable groups. The TA will contribute to fill a critical gap in regional and national NCD initiatives.3. Challenges in current approaches to NCD management. NCD management costs are rising rapidly. As DMCs experience rapid aging, more people require multiple NCD management interventions. Regular monitoring for hypertension, blood sugar, and cholesterol are essential for middle-aged and older adults; subgroups may need regular screening for cancers.4. Need to raise understanding of scalable and efficient NCD management models. There is limited guidance on how to customize a PHC-led approach to NCDs to specific health system contexts. Capacity development and engagement of policymakers is needed to translate normative evidence to local implementation plans in achieving SDG 3.4 while facing constrained domestic public financing.5. Need to stimulate expansion of chronic care capacity in underserved areas. evidence suggests expansion of chronic diseases management in underserved areas in Asia and the Pacific can reduce unnecessary hospitalization and costs.6. Demand for use of cost-saving, patient-centered technologies in NCD management. Across both needs above technology can play a crucial role. The technologies include telemedecine, digital diagnostics, reduced point-of-care diagnostic equipment, and digitally enabled clinics.7. ADB's past support in the area of NCD management. NCDs were highlighted in the Health Sector Operational plan 2015-2020. In 2018, ADB hosted a meeting on Innovations and Actions Against NCDs, which identified best practices for national NCD control plans.
