EuropeAid published a notice concerning the upcoming opening of an invitation to tender for providing technical assistance in Turkey. The assignment aims at enhancing institutional capacity within the Department for European Union Investments (EUID) and end-recipient institutions to facilitate discharge of their obligations relating to preparation, management and implementation of IPA programmes in the transport sector.

The technical assistance will focus on supporting the EUID to fulfil its responsibilities and duties as contracting authority for works and services contracts. A pool of experts will be made available to support the target institutions in specialised fields such as financial management, including IPA programme closure procedures.

Complementary activities will include the formulation and implementation of a comprehensive staff training programme and the organization and implementation of study visits, site visits and monitoring procedures

The maximum budget of the assignment is 1.306.000 EUR.

Participation is open to all legal persons (participating either individually or in a grouping of tenderers) which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.

The provisional date of invitation to tender is April 2016, while the provisional commencement date of the contract is September 2016. The initial period of implementation of tasks is 13 months.
