
Present in the letter of assignment of the Commissioner for Startups, Research, and Innovation, Ekaterina Zaharieva, and in line with the political guidelines of the von der Leyen II, the EU Strategy for Startups and Scaleups aims to "improve the framework conditions for startups and scaleups through a wide range of policy, financial, and legislative measures."
Specifically, it is a flagship action of the Competitiveness Compass aimed at introducing concrete measures such as future European innovation legislation and a new EU-level legal status, the so-called "28th regime," which will provide a harmonized set of rules to help innovative businesses grow.
In this context, from February 17 to March 17, 2025, a public consultation is active to gather stakeholder contributions to define a plan that encompasses a series of measures to remedy current fragmentations and improve the framework conditions for startups and scaleups across the single market.
