The Forum on China-Africa Cooperation (FOCAC) Beijing Action Plan (2025-2027) was unveiled during the Beijing Summit and Ninth Ministerial Conference held from September 4 to 6, 2024. This strategic plan outlines the roadmap for China-Africa relations over the next three years, focusing on mutual development, peace, and prosperity.

The plan was attended by heads of state, government officials, and representatives from 53 African countries and the African Union Commission.

Key Measures and Figures

The Beijing Action Plan is structured around ten partnership initiatives aimed at fostering modernization and development in Africa. These initiatives include:

  • Mutual Learning Between Civilizations: Establishing a China-Africa network of knowledge for development and training 1,000 African political party personnel.
  • Trade Prosperity: Granting duty-free treatment to 100% of tariff lines from least developed countries (LDCs) with diplomatic ties to China and enhancing e-commerce cooperation.
  • Industrial Chain Cooperation: Supporting Africa in developing local value chains and building industrial parks.
  • Connectivity: Implementing 30 infrastructure projects and promoting financial market connectivity.
  • Development Cooperation: Delivering 1,000 "small and beautiful" projects to improve livelihoods and supporting major sports events in Africa.
  • Healthcare: Establishing an alliance of Chinese and African hospitals and sending 2,000 medical personnel to Africa.
