ii the biennial client perceptions surveys cpss; and audience mapping research amr. these will be carried out across all developing member countries dmcs of the asian development bank adb to gain client and stakeholder feedback, which will support dmcs in designing interventions that respond to development challenges, especially those associ ated with climate change. these are regional research outputs without dmc-specific activiti es. the ta does not require logistical support and undertaking from adb dmcs.2. the ta project's first output, a climate kap survey, is based on adb's climate action plan, which specifically references a climate survey, and strategy 2030.1 a second output, the cps 2024 and 2026, feeds into adb's corporate results framework. the cps 2024 and 2026 will be reported in the development effectiveness review and will inform adb about clients' perceptions of specific areas of interest. the cps 2024 and 2026 will build on the results of the cpss undertaken in 2022 and 2020, covering more than 20, clients across the region, and support adb's climate ambitions. the third output, an amr, will provide deeper insight into adb's key stakeholder groups, building on the cps.2 ii. issues 3. the success of dmcs in tackling development issues related to climate change hinges on the kaps of their stakeholders. insufficien t understanding of these kaps hampers dmcs' capacity to strategize and implement projects aimed at addressing development challenges and meeting their nationally determined contributions targets. moreover, adb's strategy 2030 recognizes that adb's clients have increasingly diversified and sophisticated needs, and commits that adb will customize its approach to meet the varying needs of its diverse clients. a kap survey will expand understanding dmc-specific contexts and enable adb to develop better tailored engagement approaches, particularly those related to climate change projects and programs. 4. the implementation of an adb-supported climate change kap survey of various stakeholder groups will be a valuable tool in supporting dmcs to address their climate change-linked development challenges. such a kap surv ey does not yet exist for the region. 5. the requirements of adb's sovereign and nonsovereign dmc clients also need to be continually assessed to ascertain if adb is meeting these needs effectively. this requires a cps. an amr will provide deeper insights into how adb can engage various stakeholder groups in dmcs more effectively. 1 adb. 2018. strategy 2030: achieving a prosperous, inclusive, resilient, and sustainable asia and the pacific . manila. 2 the ta first appeared in the business opportunities section of adb's website on 26 december 2023. 2 . the technical assistance a. impact and outcome 6. the ta is aligned with the following impact: dmcs more efficiently and effectively served by adb to meet their development needs, especially those related to climate change. the ta will have the following outcome: adb client response informed by dmc perceptions.3 b. outputs, methods, and activities 7. output 1: climate knowledge, attitudes, and practices data collected and disseminated in 2025. the survey will gather data on the kaps of various stakeholder groups in dmcs. an international firm will be engaged to conduct the survey, working with knowledge partners. the survey may be undertaken in partnership with knowledge partners to be identified that can expand the survey's coverage, use innovative technologies and presentation methods, and drive interest in the survey results. to maximize reach, the results of this flagship survey will be released during a high-level event e.g., the adb annual meeting. beyond providing data that address dmcs' climate concerns, an authoritative survey will contribute to adb's position as a climate leader in asia and the pacific and magnify the visibility of adb's climate and energy work. 8. output 2: client perceptions data collected and disseminated in 2024 and 2026. the surveys will be conducted in 40 adb members r egional and nonregional. the survey results will be used to report on adb's corporate results framework, which will be reported in the development effectiveness review 2024 and 2026;
