and poverty in th e country has fallen rapidly since the early 1990s . the project contributes to achieving several government poverty red uction policies: national target program on sustainable poverty reduction 2016 -2020a and socio-economic development plan 2016 -2020.b the project aims to support the government to respond to climate chang e and prevent disasters through effective and sustainable flood risk management system in red-thai binh river and ma river deltas. this aligns with one of three pillars of the asian development bank adb country partnership strategy 2 016-2020c for viet nam, which aims to improve environmental sustainability and climate chang e response.b. poverty targeting : general intervention individual or household ti-h geographic ti-g non-income mdgs ti-m1, m2, etc. the project will improve the living conditions of residents in 16 climate-induced flood-prone provinces bac giang, bac ninh, ha nam, ha noi, hai duong, hai phong, hoa binh, hung yen , nam dinh, ninh binh, phu tho, quang ninh, thai binh, thai nguyen, thanh hoa, and vinh phuc located i n the deltas of red-thai binh river and ma river by increasing the risk management of floods from the two river s. c. poverty and social analysis 1. key poverty and potential beneficiaries. viet nam's nationa l poverty rate has decreased from 58 in 1993 to 5.8 in 2016, but poverty rates in urban and rural areas are 2.0 and 7.5, respectively, and have three times difference.d the country's vulnerability to climate change and its imp acts is posing additional and significant risks to the country's economy, human welfare, and environment. viet nam is among the countries most vulnerable to climate change as a result of its long coastline and significant population living in low-lying large river deltas and economic de pendence on sectors that are vulnerable to climate change, such as ag riculture. in most cases, poor households inevitably reside in the areas vulnerable to flood risks. it is reported that for a 25-year historical climate-induced flood, 30 of today's poor population is exposed. this number increases by 16 -28 given climate change impacts. for a 50 -year return period under a high climate scenario, 40 of t oday's poor p eople in viet nam are exposed to flooding. the impact of climate change on the number of poor people e xposed is evident. for absolute exposure the number of poor and number of flood exposed, more areas of high floo d and poverty are visible in the mekong delta and the red river delta, as well as along the eastern coasts footnote d . the primary beneficiaries of the project will be residents in flood prone areas in the red-thai binh river and ma river deltas, including farmers, landless communities, households depending on industries, andor servi ce sectors. 2. impact channels and expected systemic changes. with the pro ject, areas of flood risk and the frequency of flood risk will be reduced. this will also improve the hygiene co nditions of the communities. improved flood forecasting and working systems with the development of flood risk maps un der the project will also enable residents to prepare flood events much in advance, which will result in saving thei r life and properties. 3. focus of and resources allocated in the transaction techn ical assistance trta. the trta will provide verification on the impact of the project on the poor, particula rly some groups of people vulnerable to the climate-induced flood events, such as children, pregnant women, d isabled , and aged persons who cannot prepare and evacuate on their own in times of floods. the verificatio n is needed when developing flood warning system and floo d evacuation plans carefully. ii. gender and development 1. what are the key gender issues in the sector andor subsec tor that are likely to be relevant to this project or program key gender issues to be considered in this project include potential contribution of women's participation in developing flood risk map and flood evacuation plan an d when implementing the plan. in many cases, women 's knowledge on i the geography of their residential areas and ii the group of people who require attention from the aspect of vulnerability in the event of floods are greate r than those of men. however, there is a risk of less involvement of women in these activities. furthermore, women a re also primarily responsible for care of children and the elderly at home, shopping and cooking, and most other household duties. these expected duties are often more impacted in the event of floods, and women have sp ecific needs on support to overcome these impacts. these gender specific needs should be identified during desig n and implementation of dike upgrading civil work and throu gh reflection in the flood risk management plans and impleme ntation of the plans. gender issues in staffing of meteorological stations and capacity building need for operating t he integrated flood and rainfall forecasting system will be identified during trta and gender actions are included to address this issue. 2. does the proposed project or program have the potential to c ontribute to the promotion of gender equity andor empowerment of women by providing women's access to and us e of opportunities, services, resources, assets, and participation in decision making yes no women will have significant role in both the project preparation and implementation, especially in developing flood risk map, warning system, and evaluation plans. a gender ac tion plan will be in the target rive r basins. other potential stakeholders will be identified during trta in close collaboration with provincial peop le's committees. 2. how can the project contribute in a systemic share comments and concerns from participants with the project units in the executing agency and consultant team, especially social and gender specialists, and addres s those. 3. what are the key,
