<div><h4>Description</h4><p><p>The project will reduce trans-boundary animal diseases (TAD), food safety and zoonotic disease risks and strengthen livestock value chains and COVID-19 responses through investments in infrastructure, capacity building and policy support. The project will have the following outcome: health, value chains, and formal trade of livestock and livestock products improved. The project will be aligned with the following impact: GMS vision as a leading supplier of safe and environmentally friendly agriculture products realized. </p><p>Output 1: Livestock health and value chain infrastructure expanded and upgraded in a climate-friendly manner. The output will establish DCZs comprising feedlots, quarantine facilities, laboratories, and health inspection and vaccination facilities in priority border areas. It will address critical infrastructure gaps in livestock health systems and value chains by developing (i) breeding and waste management facilities; (ii) slaughtering, processing, and cold storage facilities; and (iii) market infrastructure, which are gender-responsive and integrate climate change mitigation and adaptation measures. It will finance remodeling and improvement of laboratories, and zoonotic disease and AMR control facilities. Establishing DCZs is expected to leverage private sector investment in value chain facilities, such as feedlots, slaughtering, processing, packaging and cold chains, biogas digesters and bio-fertilizer factories. Priority border areas for DCZs include those between Yunnan province, the PRC and Lao PDR; Myanmar and Thailand; and borders between Cambodia and Viet Nam. DCZs will be extended to trade routes between Cambodia and Thailand; Lao PDR and Viet Nam; and Myanmar and Thailand. Targeted investments in shared SPS facilities will be considered. Operations and maintenance plans for infrastructure, involving smallholders, will be developed.</p><p>Output 2: Capacity for improved production and health of livestock and livestock products strengthened. The output will strengthen capacities of government staff in areas, such as (i) animal health services and extension; (ii) disease risk analysis and communication, (iii) field epidemiology, early detection, and hazard monitoring; (iv) laboratory business plans, protocols, and accreditation; (v) TADs, safety, and AMR risk management; (vi) emergency preparedness and responses; (vii) traceability systems; (viii) livestock and meat inspection; (ix) operation of feedlots and quarantine facilities; and (x) cold chain management. A gender-responsive information technology-based platform for preventing livestock epidemics and an e-traceability system will be piloted. Government staff will be trained on (i) hazard analysis and critical control points, (ii) good manufacturing practices towards certification for ISO 22000 or equivalent; (iii) certification of livestock service providers, and (iv) integration of e-traceability systems in disease risk communication and management systems harmonized with ASEAN standards. Smallholders will receive training on disease reporting, monitoring, and livestock value addition options.</p><p>Output 3: Enabling policies for better supply, health, safety, and trade in livestock and livestock products enhanced. This output will provide gender-responsive policy support for (i) effectively integrating smallholders and promoting women's roles in livestock production and value addition; (ii) recognizing equivalence and harmonization of quality and safety systems in the GMS to support the formalization of trade in livestock and livestock products; (iii) incentivizing the use of e-traceability systems; and (iv) mobilizing the private sector investment into DCZs, feedlots, and processing facilities, including those related to COVID-19 responses.</p></p><h4>Impact</h4><p>GMS vision as a leading supplier of safe and environment-friendly agriculture products realized</p></div>

Initial poverty and social analysis project number: 53240 -001 august 2020 proposed loans and grants myanmar: greater mekong subregion cross -border livestock health and value chains improvement project this document is being disclosed to the public in accordance with adb's access to information policy. initial poverty and social analysis country: cambodia, lao pdr and myanmar project title: gms cross -border livestock health and value chains improvement project lendingfinancing modality: project department division: southeast asia departmentenvironment, natural resources and agriculture division i. poverty impact and social dimensions a. links to the national poverty reduction strategy and country partnership strategy the project will support national strategies of cambodia, lao pdr and myanmar in supporting continued economic growth and reducing poverty through improved livestock health, value chain development, impo rt substitution and export market access. it will contribute to reduction of rural poverty by enabling smallholder farmers including women, and small and mediu m-sized enterprises smes to benefit from improved livestock productivity, hygiene, reduced loss es and costs of production, reduced food safety risk, and greater value addition. the project is aligned with objectives of adb's country partnership strategies. b. poverty targeting: general intervention individual or household ti -h geographic ti -g non-income mdgs ti -m1, m2, etc. all livestock raising households will benefit from the project through reduced disease risk and enhanced animal performance. the national poverty headcount ratio in cambodia, lao pdr and myanmar ranges from 16 to 25 of the population. majority of rural h ouseholds raise livestock as a critical component of sustainable livelihood portfolios and an essential safety net as a form of household savings. the poorer smallholder livestock raising households in each country will derive benefits from reduced losses to disease, improved practices and greater and more transparent access to buyers and markets for live animals and products, which will lower costs of production, increase marketing opportunities and improve household incomes. c. poverty and social analys is 1. key issues and potential beneficiaries. key contributors to poverty and vulnerability among livestock raising households in cambodia, lao pdr and myanmar are low education and limited technical knowledge on disease risk management and animal husbandry, resulting in high mortality and morbidity, low animal performance, and limited access to services and value chains. poorly maintained and operated livestock related infrastructure and inadequate access to markets further limit incomes and exacerbate vulnerability and risk of povert y. the potential primary beneficiaries include the rural and peri -urban communities, smes and c onsumers of livestock products. other beneficiaries include small and medium -sized livestock producers, traders, processors, and service providers. 2. impact channels and expected systemic changes. limited access to safe and transparent domestic and export market value chains constrains livestock raising households, who receive low farm -gate prices. this also negatively affects traders and agribusine sses engaged in processing, distributing, and marketing, who experience difficulties in accessing reliable, disease -free and safe livestock and livestock products. the project's social impacts are positive. strengthened producer organization, service deliv ery, policies and regulations, and improved animal management and rearing will ensure more reliable incomes and food security while reducing poverty and vulnerability. enhanced value chains will generate employment opportunities for both skilled and unskil led labor. a private sector driven approach can increase market access and cash incomes from livestock while women will benefit from increased demand for their skills and greater roles in downstream activities such as trading and processing live animals. t he project will strongly promote smallholder integration with existing and emerging value chains to improve profits and sustainably strengthe n livelihoods. better quality, safer livestock will attract traders. the participation of livestock raising househo lds, smes and other stakeholders in project design and throughout project implementation will improve communication, accountability and information sharing among stakeholders. 3. focus of and resources allocated in the transaction ta or due diligence. the transaction ta will improve the project design to ensure that: i poor and vulnerable rural households benefit from the project; ii the project directly benefits women and ensures their participation in all aspects of the project; and lo cal liv estock raising households are empowered by improving disease control, productivity, service provision, enabling policy environments and strengthening value chains and market access. the ta will include an international social development and gender special ist and three national specialists to prepare the summary poverty reduction and social strategy, and social safeguards documents in accordance with adb safeguard policy statement 2009 and relevant government rules and regulations. ii. gender and development 1. what are the key gender issues in the sector andor subsector that are likely to be relevant to this project or program women play important roles in all aspects of livestock production and supply. it is common for women to own and operate household businesses. however, they are not adequately included in decision making processes. women are frequently unable to participate fully due to the lack of experience, lower levels of literacy and limited mobility. female headed house holds are among the poorest, most marginalized , and most vulnerable groups. women are underrepresented in senior managerial positions in ministries of agriculture. the ta will collect data to determine gender targets for training activities and deve lop project des ign features to ensure that the project contributes to gender equality. it will identify gender issues specific to production, storage, processing and distribution , and identify opportunities for training and employment of women at each stage. 2. does the proposed project or program have the potential to contribute to the promotion of gender equity andor empowerment of women by providing women's access to and use of opportunities, services, resources, assets, and participation in decision makingyes no the project will improve gender equity by: i creating employment opportunities throughout the value chains; ii empowering women smallholder livestock producers and increasing sustainability of their production systems; supporting the involvement of women in managing the affairs of producer organizations; and iv promoting women -owned and managed smes e ngaged in processing and trading of livestock and livestock products. a gender action plan will be prepared during project design to ensure that: i women benefit from employment opportunities; ii women receive training and specific role s for women with in the value chains are identified; and specific targets are set for minimum levels of participation by women in all relevant project activities, including training, business development, and networking . 3. could the proposed project have an adverse impact on women andor girls or widen gender inequality yes no 4. indicate the intended gender mainstreaming category: gen gender equity egm effective gender mainstreaming sge some gender elements nge no gender elements . participation and empowerment 1. who are the main stakeholders of the project, including beneficiaries and negatively affected people identify how they wi ll participate in the project design. the main stakeholders will be input suppliers, small and medium -scale livestock producers, consumers of livestock products, live animal traders, slaughterhouses, the entrepreneurs who establish and operate the smes engaged in processing and trading of live stock and livestock products, and central, district and provincial authorities, technical agencies, laboratories and so forth. participating financial institutions will benefit from the project through increased access to finance and strength ened credit un derwriting and monitoring capacity to successfully cater to livestock producer and agribusiness needs. consumers of livestock products will benefit from consistently safer, higher quality products and better prices. during the trta, a consul tative process will be used to identify the specific value chains to support and a wide cross section of stakeholders will have the opportunity to contribute to the selection and detailed design of investments in infrastructure, capacity building and policy support. 2. how can the project contribute in a systemic way to engaging and empowering stakeholders and beneficiaries, particularly, the poor, vulnerable, and excluded groups what issues in the project design require participation of the poor and excluded the pr oject will establish more inclusive, safer livestock value chains with reduced disease risk, higher safety and quality standards and greater value addition, which will benefit poor and vulnerable smallholder livestock producers. smallholders ar e often amon g the poorest and most vulnerable members of rural communities in participating countries. through targeted activities, this project will generate increased incomes through improved livestock production, reduced risks and integration with more stable, lucr ative and sustainable value chains. during the trta, vulnerable groups, such as women and minorities, at risk of being excluded from benefitting from the project will be consulted to ensure that their needs are adequately refle cted. 3. what are the key, a ctive, and relevant civil society organizations csos in the project area what is the level of civil society organization participation in the project design h information generation and sharing h consultationm collaboration partnership the key groups include livestock producers and producer organizations;
