country partnership strategy, 2018 -2022 is aligned with the objectives of the kyrgyz republic's national development strategy 2040, which aim s to create a strong economy, ensure high quality of life, and contribute to regional cooperation. the nati onal development strategy indicated p ractical steps for development of different regions . for the issyk-kul region, the long-term strategy cited the continu ation of transport infrastructure development , primarily the ring road, as well as other service infrastructure and renovation of road traffic infrastructure to enabl e road safety in the key cities in the region. the medium -term strategy 2018- 2022 "unity, trust , and creation" noted that the conditions for the development of tourism in the regions , including eco- and ethno-oriented, will be created. the medium -term strategy also identified g ender parity, environment, and deployment of technologies as crosscutting priorities. the project will i support the development of issyk-kul region by improv ing road connectivity to boost tourism and trade along the issyk-kul lake and between the issyk- kul region and key international and domestic markets , and ii support the integration of gender and social inclusion perspective in the road sector by in tegrating relevant measures to promote safe travel and mobility of older people, women, children, and persons with disabilities ; and enable women's increased participation in tourism development and in the road sector through skills development . b. poverty targeting general intervention individual or household ti -h geographic ti -g non-income mdgs ti -m1, m2, etc. the project will upgrade 79 kilometers of road from barskoon to karakol , supporting the economic development of 14 communities between barskoon and karakol . the road upgrade will facilitate increased access to job, education, health, and social services. by reconstructing the remaining road section, the project will elim inate the travel bottleneck along the issyk -kul ring road and enable the population in the project area to be safely connected to neighboring villages, tourism destinations, social and economic services in the issyk -kul lake area . in turn, the project is expected to contribute to reduction in poverty in the project area . c. poverty and social analysis 1 key issues and potential beneficiaries. the national poverty line fell from 25.4 in 2016 to 20.1 in 2019 , however, when the covid -19 pandemic hit, the poverty lin e shifted back to 25.34 in 2020, and is estimated to increase to 38 in 2022 due to lower remittances, higher food prices, fewer job opportunities domestically and abroad, among other factors. the poverty level has increased in issyk-kul region from 24.4 in 2019 to 27.9 in 2020. the labor -intensive sectors of the national economy were most affected. tourism declined sharply by 80. transportation, trade, and construction were also adversely affected. the current road network comprises about 18,-kilometer roads. about 43 of roads are in fair condition due to inadequate maintenance. some roads do not meet to technical standards. traffic capacity in streets do es not meet the requirements of high volume of vehicles during tourist seasons. the potential beneficiaries are the residents of 14 villages between barskoon -karakol , who will directly benefit from improved and safer roads , increased access to economic act ivities related to tourism services and businesses , and skills development including women . 2. impact channels and expected systemic changes. the project will positively impact the poor and vulnerable groups by: i creating job opportunity during the construction and maintenance of the project road, ii providing engineering solutions for safer mobility and travel of women and vulnerable groups , improving the environment for employment and enterprise development through increased movement of goods and services , iv supporting increased participation of women in tourism -related jobs and businesses . 3. focus of and resources allocated in the transaction technical assistance tr ta or due diligence. the trta will consider i p overty and social issues during the project design such as the participation of women in planning and implementing policy actions and engineering activities in line with road asset management, road safety, and tourism ; and ii the potential negative effects from road construction to social and environment . social development and gender specialists will conduct a poverty , social , and gender analysis to identify key social and economic issues of women, affected persons, and vulnerable groups , which will include appropriate mitigation measures following adb's handbook on poverty and social analysis 2012 and gender and social inclusion measures for women and vulnerable groups . due diligence will include the preparation of a poverty, social, and gender analysis report, gender equality and social inclusion action plan, and a consultation and participation plan. 2 ii. gender and development 1. what are the key gender issues in the sector andor subsector that are likely to be relevant to this project or program the 2021 global gender gap report ranked the kyrgyz republic at 108 out of 156 countries. it is close to achiev ing parity in education, health, and survival . however , significant gaps persist in economic participation and political empowerment. women dominate in the following sectors: health and social services 84, education 79, and hotels and restaurant s 78 . on the other hand, men dominate the highly paid technical sectors , including mining 96 , transport and cargo storage 96, and inform ation and communication 59. there is a considerable gender wage gap at the national level, with women receiving on average 75.43 of men's earnings in 2020. the w omen in issyk-kul region earn 84.9 of men's wages . in this region, women make 16.7 of farmers and 34.5 of individual entrepreneurs . in education, very few women in kyrgyz take up courses or programs in the technical field. enrolment in secondary vocational education at the beginning of 20202021 academic year noted that male students accounted for 91.6 of enrollees in mechanical engineering, 88. 3 in technological machines and equipment, and 81 in transport operation. women take on a range of domestic and economic tasks that require mobility and travel . however, their movement is limited , as they rely on public transport to run their errands, manage their business, or go to work . their safety in public transport is compromised, as they are subjected to sexual or other forms of harassment. the due diligence on gender will include a collection of sex-disaggregated data on relevant socio -economic indicators, relevant data and information from most recent studies and literature. focus group discussions and community surveys will be done to identify the area-specific social, economic, t ravel and mobility concerns, needs , and recommendations of women and other vulnerable groups. 2. does the proposed project or program have the potential to contribute to the promotion of gender equity andor empowerment of women by providing women access to and use of opportunities, services, resources, assets, and participation in decision -making yesno the project is expected to integrate the gender perspective in the transport and tourism sector regional plans, improve women's safe travel and mobility, facilitate technical skills development related to transport and roads sub-sector development . the project will also help build skills of women for employment andor develop ment and manage ment of enterprises in tourism -related products government agencies and officials , tourists, and motori sts. the primary beneficiaries are road users, including local and transit vehicle drivers and operators , who will be consulted on engineering solutions, road sector reform activities, and impact mitigation measures during the project design , implementation , and evaluation stages. 2. who are the key, active, and relevant csos in the project area the trta will identify the key csos in the project area as part of due diligence. consultations will be conducted with these csos , ngos, cbos, and local governments . the consultations will cover issues such as road safety, social and environmental concerns, women's participation in economic activities.3. are there issues during project design for which participation of the poor and action plan, relevant social and environmental safeguards measures, and other social and economic measures that will be developed for the project. the first consultation meeting was conducted during the t rta fact -finding mission on 31 may 2022 , with the representatives of 14 villages, the mayor of karakol city, and road maintenance depos. the beneficiaries requested to i consider provision of walkways, streetlights, crossings, bus s tops with toilets along the project road, ii closely cooperate with local governments and residents on defining land acquisition and compensation rates, and assist 3 women and vulnerable groups in improving their well -being and livelihood. the projec t will be incorporate and address these requests , as appropriate . 5. what level of cso participation is
