20162019.bangladesh's urban population increased from 26 39 million in 2010to 38 64 million in 2020 and is expected to increase to 58 by 2050.rapid increases in the urban population exacerbate the existing deficit inbasic urban services. in 2020, 52.7 of bangladesh's urban populationhad access to safely managed drinking water mostly intermittent, while33.5 had access to safely managed sanitation services. the lack ofaccess to safe water, sanitation, and hygiene has resulted in significanthealth hazards, including diarrheal diseases, which are responsible for17 of deaths in children under the age of five in bangladesh. althoughthe prevalence of diarrhea declined from 12.6 in 19931994 to 4.7 in20172018, cholera remains endemic in certain areas, and itstransmission increases during extreme weather events like floods anddroughts. to address these challenges, the government has taken stepsto improve access to water supply, sanitation and hygiene washfacilities and set ambitious targets to achieve universal access to safewater and sanitation by 2030. this is supported by the government's 8thfive-year plan july 2020june 2025 and sector development plan20112025 for water supply and sanitation. inadequate water tariffs aremaking it difficult for the water utilities and urban local bodies to carryout adequate operation and maintenance om work and invest inimprovements of the water supply and sanitation systems.bangladesh is extremely vulnerable to natural hydro-meteorologicalhazards. sea level rise is leading to the submergence of low-lying coastalareas and saline water intrusion into coastal rivers and groundwateraquifers, reducing freshwater availability. khulna is the third largest citynext to dhaka and chattogram and is located in the coastal belt. thekhulna water supply and sewerage authority kwasa established in2008, is responsible for the implementation and operation of the watersupply and sewerage system in khulna city wasa act 1996. the khulnawater supply project kwsp, co-financed by the asian developmentbank adb and the japan international cooperation agency jica,switched the water source from ground to surface water modhumotiriver, 58 kilometers [km] from khulna city for which works werecompleted in june 2019. the 2010 jica study, based on which the riversource was identified, projected that increased salinity i.e., exceeding1, milligrams per liter [mgl] may last for about 16 days during april.accordingly, an impounding reservoir was built to dilute the river waterduring the dry season mixing with freshwater stored in the reservoir toreduce salinity to a level suitable for treatment. however, kwasa waterquality monitoring data for 2020, 2021, and 2023 show that the intakewater salinity ranged from 1,100 to 2,300 mgl from april to june andstayed at 20 to 50 mgl for the remaining nine months. since thecompletion of the kwsp in 2019, increased water salinity has emerged asa critical issue that needs to be addressed urgently. kwsp served a 1.1million population 40, houses [holdings] with 113 liters per capitaper day. under kwsp, about 6, houses holdings could not beconnected to piped water services as those areas did not have roadalignments to design the distribution network during the project design.road networks for those areas have now been developed. the citycorporation area has expanded since the design of kwsp and around9, houses have been newly built in the city's core and extendedareas. therefore, an additional 0.4 million population 15, housescurrently need piped water supply service. apart from the presentlyunserved population, long-term planning for the piped water supply isneeded to cope with the future demand and ensure sustainable waterservice for all.impactsafe water supply and
