Insurance and access to finance for farm resilience and adaptation in the EU

The European Commission (EC), Directorate-General for Agriculture and Rural Development (DG AGRI), and the European Investment Bank (EIB) are organising the 'Insurance and access to finance for farm resilience and adaptation in the EU' event, taking place on Tuesday, 20 May 2025, from 9.30 until 17.10, in Brussels, Belgium.

The conference will be opened by the Commissioner for Agriculture and Food, Christophe Hansen, and the Vice-President of the European Investment Bank, Gelsomina Vigliotti.

Throughout the day, experts and policy makers will address the critical challenges and opportunities in securing the agricultural sector against climate change and safeguarding its access to finance. Key topics will include:

  • Overview, classification, state of play and role of agriculture insurance systems in the EU
  • Expected impact of climate change on ten selected Member States
  • Use of reinsurance and catastrophe bonds
  • Building blocks of a coherent EU risk management system
  • Efficient and effective public-private partnerships to ensure continued access to finance for transition and adaptation in agriculture in the EU

The conference will build on the new fi-compass study 'Insurance and Risk Management Tools for Agriculture in the EU', the results of which will be presented at the conference.

The conference is aimed at EAFRD managing authorities, banks and insurance companies active in the agriculture sector, experts, farm unions’ representatives, European Investment Bank Group and European Commission officials interested in EAFRD financial instruments.

The main language of the event will be English. Simultaneous interpretation will be ensured to French, German, Italian and Spanish.
