The evaluation served a dual purpose of accountability and learning. The main objectives were to: i) provide an independent and evidence-based assessment of the European Union’s (EU) past and current external action support to youth and, based on this assessment, ii) provide lessons learnt and recommendations for decision-makers at EU level. The specific objectives of the evaluation were: 


The evaluation explored the benefits of youth-centred approaches, emphasising meaningful engagement in design, implementation, and evaluation. It focussed on how the EU fostered youth agency across diverse groups and included young people from marginalised or discriminated backgrounds. 


Aligned with Council conclusions, the evaluation adopted integrated approaches to youth issues, addressing crucial nexus issues like employment and education, Sexual and Reproductive Health and Rights (SRHR), and participation in policy-making and democracy. It examined cross-fertilisation between EU efforts towards youth within Europe and in external action.
