partnership strategy the proposed project is consistent with the solomon islands nat ional development strategy 2016 -2035, which identifies poverty reduction through sustainable and inc lusive economic development across the whole of solomon islands as one of its five long-term objectives. the natio nal development strategy laid out plans to improve econo mic management and push through with reforms to improve the en abling business environment, increase investment opportunities, and encourage private sector led growth. the project is also aligned with the solomon islands national urban policy 2020 -2035 that views effectively managed urbanization through accessible essential infrastructure and essential balanced growth development policies as a win dow to escape poverty. the solomon islands national urban policy 2020 -2035 prioritizes participation and engagement of women, you th, and vulnerable groups in environmental and urban planning development, as well as promotion of u rban safety. the solomon islands national waste management and pollution control strategy 2017 -2026 recognizes women's important role in waste management and prioritizes engage ment of women's groups in innovative waste management activities for p rovincial centers and communities. the project is aligned with the new pacific approach, 2021 -2025 that serves as adb's operational framework in the region and as its partnership strategy for 12 pa cific island countries. it identified poverty as one of the most pressing issues in the pacific, requiring targeted support to tackle it. weak service delivery is a core ch allenge citing lack of infrastructure, poor access to services, an d poor capacity to manage and maintain it as contributo ry factors to limited essential urban services. public heal th risks in communities are magnified by contaminated sani tation systems increasing the risk for waterborne diseases and the burden for health facilities and hospitals. the proposed project will strengthen governance and planning c apacity and establish solid waste management services and improved sanitation in honiara. the project will th erein address national poverty eradication goals through i supporting the ongoing growth of the city through better man agement of waste leading to a more productive workforce, and a larger pool of workers able to support the capital's economy ; ii supporting the development of capacity in hcc to deliver municipal services through regulatory reform, improved financial capacity, and improved technical capability; and ensuring that publicly delivered services are provided equitably t o all residents of honiara. the project is aligned with adb's strategy 2030 op1, op2, op3, op4, and op7 by providing affordable, safe, and effective solid waste disposal services , and improving capacity to deliver municipal services. b. poverty targeting general intervention individual or household ti-h geographic ti-g non-income mdgs ti-m1, m2, etc. the project is a key infrastructure investment that is ne eded to address constraints on the provision of effective solid waste disposal services and materials recovery for honiara. the p roject will ensure that current residents and future inhabitants of the city are provided with efficient and effective u rban solid waste and sanitation services. in so doing, the project will build the foundations for ongoing economic su ccess of honiara, supporting existing and new industri es to establish and leverage existing infrastructure including the international airport and international port. ongoing growth in the city will support reduction in poverty in the capital and guadalcanal. c. poverty and social analysis 1. key issues and potential beneficiaries . the primary beneficiaries of the project will be the popula tion of honiara who will benefit from more efficient operations of the propos ed solid waste management swm system. the current solid waste collection system is delivered by private companies and hcc collects around 59 of total waste generat ed in the city. the current dumpsite at ranadi is characterize d by a small informal settlement and uncontrolled waste discharge across the area, causing wider environmental dama ge. hcc will benefit from increased overall capacity in urban service delivery, whose impact will trickle down to th e constituents. 2. impact channels and expected systemic changes . the project will address the root factors that result in unsustainable management of solid waste in honiara: i lack of c apacity to deliver urban services; and ii lack of infrastructure for swm. the project aims to reduce waste production thro ugh the introduction of a recycling program, strengthening of waste collection services, and improvement of the waste disposal operation. capacity building will include financial, regulatory, and technical capability to deliver swm services. the project will include an intensive and long-duration community awareness and education program on the need for appropriate disposal of solid waste. 3. focus of and resources allocated in the transaction ta or due diligence . due diligence will be completed on all project components and activities during the prf with focus o n gender, environmental damage, and health affect to the surrounding area and residents. a series of workshop s will be conducted during project preparation. any issues arising from this assessment, workshops, review, and c onsultations will be addressed through measures in the project design. 4. specific analysis for policy-based lending . not applicable. ii. gender and development 1. what are the key gender issues in the sector andor subsector that are likely to be releva nt to this project or program across the pacific, women's workforce participation is lower, and their economic vulne rability higher, than that of men. women bear disproportionate responsibil ity for unpaid care and domestic work and are often responsible for waste management in households. female headed households in solomon islands are more likely to experience economic hardship. about 12.8 of female heads of households earn less than si10, a year compared to 6.7 of male heads of households, and household s with a male head spend 18 more than those with a female head.a more women than men were pushed into vulnerable employment du ring the pandemic, and female heads of households were more likely to report stopping work to c are for an ill relative.b women in solomon islands spend almost twice as much time on unpaid care work as men do.c globally and in the pacific, women predominate in low-income vulnerable roles in informal waste management sec tor, including working as waste pickers at landfill sites. women comprise a majority of waste pickers working at the ranadi dumpsite where they work in unsafe conditions without access to water or sanitation.d women are also often primary caregivers for children and elder ly who are susceptible to poor health resulting from poor swm. lack of safe and hygienic disposal options in schools and househo lds is a barrier to effective menstrual hygiene management and im pedes women and girls' participation in education and employment. women and girls can be expected to benefit from improved solid waste collection and introduction of a recycling program for e fficient household waste management. women's groups will be en gaged in communication and behavior change interventions to change was te management practices. 2. does the proposed project or program have the potential to con tribute to the promotion of gender equity andor empowerment of women by providing women access to and use of op portunities, services, resources, assets, community consultation plan . 2. who are the key, active, and relevant csos in the project area ad b has been actively engaged with csos in solomon islands through consultation and implementa tion of grants and projects on with a focus on the environment and private sector participation. for the project, the relevant and active csos in solomon islands are solomon islands national council of women, live and learn environmenta l education solomon islands, wwf, and the solomon islands development trust. these csos are all active in environmental issues and experienced in behavior change communications. project team will engage with csos in solomon islands to explore other potential partners during implementation 3. are there issues during project design for which participation of the
