JTP Groundwork Call: Technical Assistance for Just Transition

Under the Just Transition Mechanism (JTM), the EU mechanism aiming to mobilize around €55 billion from 2021-2027 to ensure the transition to climate neutrality is fair and leaves no region behind, three pillars operate: the Just Transition Fund (JTF), the Just Transition scheme of the InvestEU program, and the Public Sector Loan Facility. To access funding from the JTM, EU member states have prepared, in agreement with the European Commission, the so-called Territorial Just Transition Plans (TJTP), which define the use of resources in various territories.

In 2020, the Commission launched the Just Transition Platform (JTP), a single access point to support tools and knowledge dissemination on the green transition, such as the JTP Knowledge Hub, providing documents and case studies on just transition, the JTPeers Exchange, a support service focused on facilitating exchanges between Just Transition Fund territories and just transition experts, and the JTPeers Experts, a database of professionals specialized in various topics relevant to high-carbon and carbon-intensive regions across the European Union.

Among the tools deployed by the Just Transition Platform is JTP Groundwork, an on-the-ground technical assistance structure that helps regions eligible for the Just Transition Fund implement their respective Territorial Just Transition Plans, similar to C4T GROUNDWORK, which supports Managing Authorities in implementing the European Regional Development Fund (ERDF) and the Cohesion Fund (CF) in eligible EU member states.
