Horizon Europe: a number of novelties introduced by a new work programme

As the EU flagship programme for research and innovation, Horizon Europe will allocate 13.5 billion euros for a number of actions supporting the green and digital transitions to which the European Union has committed itself, as well as the EU security, its resilience and a sustainable recovery following the COVID-19 pandemic.

In light of the Russian invasion of Ukraine and its impact, the new 2023-2024 work programme will focus on reducing energy- and other dependencies and building a more robust economic base. Based on Horizon Europe's Strategic Plan 2021-2024, it will also contribute to the clean energy transition priorities set in the REPowerEU plan, help ensure open strategic autonomy and reduce dependencies on critical raw materials, and accelerate delivery of the Green Deal. It also includes targeted actions to support Ukraine by reinforcing Ukrainian researchers’ access to European research infrastructures and assisting a number of Ukrainian cities in integrating the principles of climate neutrality in their reconstruction thanks to the EU Mission for Climate-Neutral and Smart Cities.
