The first challenge is aligning the objectives and governance models of Horizon and Cohesion, which differ significantly and are pursued according to different timelines, complicating the integration of funding opportunities. A greater alignment is also necessary at the regulatory level, simplifying the various frameworks applicable to European funds, which become barriers to accessing available tools.
