Synergies between Horizon Europe and Cohesion Policy: how to better combine European funds

The study highlights progress but also significant barriers that complicate the potential of a combined use of the Framework Programme for Research and Innovation and the European Structural Funds.

Barriers and Facilitators in the Synergy Between Horizon and Cohesion Policy

The study identifies several political, regulatory, and strategic elements, as well as operational procedures, that sometimes hinder the realization of these synergies. The first challenge is aligning the objectives and governance models of Horizon and Cohesion, which differ significantly and are pursued according to different timelines, complicating the integration of funding opportunities. A greater alignment is also necessary at the regulatory level, simplifying the various frameworks applicable to European funds, which become barriers to accessing available tools.

Administrative capacity and skill enhancement are also crucial, as many stakeholders lack the necessary capabilities to identify and implement synergies.
