Extra Cohesion funds to support EU States grappling with migration emergencies caused by the Ukrainian war

Photo credit: European Commission, 2022 - Bogdan DincaThe European Parliament endorsed the European Commission FAST-CARE (Flexible Assistance for Territories) proposal that simplifies the rules for Member States for using cohesion policy funds to address the migratory and investment challenges caused by the Russian aggression in Ukraine. The new derogation approved in the plenary session with 592 votes, against 12 and 10 abstentions will offer an additional pre-financing of 3.5 billion euro in 2022 and 2023.

This extra support was backed since the war in Ukraine is also causing delays in the implementation of Cohesion Policy projects due to shortages of workers and inflated costs of raw materials, at a moment when the 2014-2020 Cohesion Policy programmes are in the process of being closed. The new rules indeed not only provide support for migration help, but also assistance to cohesion investments threatened by high energy costs and a shortage of raw materials and labour force.
