A new common framework established for monitoring and evaluating the CAP plans

European Union, 2020 / Photographer: Xavier LejeuneThe European Commission adopted a new Regulation to provide a common framework for monitoring and evaluating the Common Agriculture Policy (CAP) achievements, establishing rules on the methods for the calculation of the common output. The purpose of the Regulation is to set out clear rules on the detailed information that Member States will need to collect, in order to develop IT tools and collection systems before the start of the new CAP on 1st January 2023.

How the Member States shall carry out the evaluation of the CAP Strategic plans

Member States shall carry out the evaluation of their CAP plans during the implementation period. The plans are based on the relevant common output, result, impact, context indicators or on any other relevant quantitative and qualitative information to drawing relevant conclusions on the impact of the CAP. EU countries are expected to assess their factors of success, which are aimed to contribute to the achievement of the CAP objectives, such as the decrease of greenhouse gas emission, the improvement of nutrient balance on agricultural land, or the growing of rural businesses.
