The European Commission has opened a competition to select 155 administrators in the fields of energy, climate and environment, with the purpose of contributing to the development of energy policies, to fight climate change and enabling sustainable economy.
The purpose of the competition
The purpose of the competition is to select 155 successful candidates with a previous experience in the fields of energy, climate and environment, which will work in one of the EU agencies and institutions. Candidates will work on different objectives:
- In the energy field, the 54 candidates selected will contribute to the development of an innovative and resilient energy system which delivers a continuous supply of secure and clean energy to citizens and businesses, creating the conditions for EU’s energy independence
- In the climate field, the 49 candidates selected will contribute to the efforts to fight climate change at EU and international level, working on the measurement, reporting and verification of emissions, the EU adaptation strategy and ensuring the correct implementation of the legislation in the climate field
- In the environment field, the 52 candidates selected will contribute to enable a sustainable and circular economy, where biodiversity and ecosystems are protected and restored, environment-related health risks are minimized and where growth has been decoupled from resource use
All selected candidates will have the opportunity to start an international career within a multicultural and diverse team, working together to benefit the lives of 450 million EU citizens and beyond. Selected candidates, as employers of the EU institutions, must respect founding principles of the European Union, such as cultural diversity and promotion of equal opportunities.
Eligibility
Candidates who want to apply to the competition must be citizens in the European Union and they need to have a thorough knowledge of one official EU language (C1 level) and a satisfactory knowledge of another official EU language (B2 level). One of the languages must be English.
Moreover, to be eligible they need to have a university degree of at least 4 years, followed by at least 3 years of relevant professional experience, or a university degree of at least 3 years, followed by at least 4 years of relevant professional experience. In both cases, the degree and the experience should be pertinent to the sector in which candidates apply:
- For the energy field: the experience should be in one of these categories: chemical sciences, economics and finance, engineering, law, life and earth sciences, mathematics, physics, social sciences or humanities
- For the environment field: the degree should be in one of these categories: environmental sciences, life sciences (biology, botany, ecology, zoology etc.), earth sciences (hydrology, oceanography, geology, etc.), chemical sciences, environmental engineering, law, economic
For the climate field, candidates need to have a university degree of at least 4 years, followed by at least 3 or 5 years of relevant professional experience, or a university degree of at least 3 years, followed by at least 4 or 6 years of relevant professional experience in one or more of the following fields:
- life sciences: biology, botany, ecology, zoology, nature management, etc.
- earth sciences: geology, meteorology, oceanography, astronomy, climate change science, etc.
- environmental sciences
- engineering: materials, mechanical, electrical, chemical, etc.
- economics, mathematics, chemical sciences, physics
- behavioural and social sciences: anthropology, political science, sociology, social psychology, etc.
Application and deadline
All interested parties need to have an account on the European Personal Selection Office portal (EPSO) in order to apply for the competition. They can apply on these platforms:

- For administrators in the field of climate, applicants can apply here
The process for the application is the following:
- Candidates need to apply on the EPSO website completing the ‘Talent Screener’ section, through which the Selection Board will draw up a list of eligible candidates
- Reasoning tests (20 questions on verbal reasoning, 10 questions on numerical reasoning and 10 questions on abstract reasoning) in one official EU language other than English
- Case study in English – some points will be awarded for the following categories: analysis and problem-solving, communication, delivering quality and results, prioritising and organising
- Situational competency-based interview in English – some points will be awarded for the following categories: learning and development, resilience, working with other, leadership
- Field-related interview in English with awarded points
The deadline to submit the application is 22 November 2022 at 12.00, Brussels time.
