The EU Institute of innovation and Technology launches new pan-European partnership on Culture and Innovation

European Union 2013 / Photographer: Andreas HillergrenAfter the cultural sector losses caused by the COVID-19 pandemic, the European Institute of innovation and Technology set up a new pan-European partnership with the aim of bringing innovation and development of the creative and cultural sector.

The European Institute of innovation and Technology, the EU body that brings together leading business, education and research organizations to deliver innovation across Europe, announced today its ‘Knowledge and Innovation Community’ (KIC) on Culture and Creativity. This KIC is added to other eight communities of this kind, each one dedicated to solving a pressing global challenge, from climate change to health, to renewable energy. The aim is to foster innovation, by creating a new pan-European partnership among cultural and creative sector industries, business entities, higher education organization and research centers.

In the first year of COVID-19 pandemic the cultural sectors lost approximately 31% of its revenues and faced economic disruption, precariousness, a shortage of entrepreneurship skills and sector fragmentation. As in the new globalized market, digitalization and rapid technological advances became essential requirements. The new KIC is supposed to help the cultural sector recover and become more competitive, sustainable and productive by training the sector’s future entrepreneurs deliver innovative solutions for more resilient businesses, and bridge regional innovation gaps.

The European Institute of innovation and Technology lunched the call for proposal for Culture and Creativity in October 2021, and the consortium ICE - Innovation by Creative Economy, led by Fraunhofer-Gesellschaft, and consisting of 50 partners from 20 countries, won it. “This new pan-European partnership will bring key players in the field of education, research and business together, providing Europe with well-trained professionals and innovative entrepreneurs who will turn the results of cutting-edge research into innovation”, says a note of the EU Commission.

The consortium aims to:

  • Break boundaries in culture and creative sector industries education and training;
  • Deliver mission-driven innovations to develop innovative services in the sector;
  • Transform culture and creative businesses through innovation support, incubation schemes, novel investments and philanthropic financing;
  • Mainstream the impact and value of the sector, especially culture and heritage, as an enabler for economic regeneration and social cohesion;
  • Deepen the acknowledgement and knowledge of this field’s industries unique contributions to research and innovation.

The European Institute of innovation and Technology will provide the Knowledge and Innovation Community with a start-up grant up to € 6 million over the launch phase, which last until December 2023. On 1 January 2024 is expected to start the full year of operations with the Institute funding “allocated to the KIC based on its performance and work plan assessment”. The expected funding rate is up to 100% from the first to the fourth year, each approximately € 70 million per year under the Horizon Europe programme, and finally decreasing from the fifth to the fifteenth years. Eventually, in order to reach financial sustainability in the long-term, the KIC is supposed to attract investments from other private and public sources as well.
